Ask whether he does not think that under s 36 of Ord. 49, they can be made applicable to any part of the waters of the colony, not merely to the harbour & ask that he should send home the draft of any Regs before they proceed.

I do not think the C&C contemplated this sort of case at all and far. I could only be obeyed to the letter, if the Harbour means any part of the waters of the Colony.

But there can be no harm in calling the attention of the Secretary to the subject as proposed.
