It further appears that the Attorney General is of opinion that the right of user, so far as His Majesty's Navy is concerned, is confined to large armed vessels of His Majesty.

My Lords desire me to request that you will represent to the Secretary of State that, for the efficient conduct of His Majesty's Naval Service at Hong Kong, it is imperative that the Naval Authorities should have unquestioned control of the water area set aside for Naval purposes, at any rate to the extent of deciding what craft shall or shall not lie in it, including such small craft as dockyard craft, tank vessels, lighters &c. which form a necessary adjunct to the Naval establishments and men of war.

I am,

Sir,

Your obedient Servant,

Elie Star Refor
