My Lords Commissioners of the Admiralty
having received a representation from the Commander-in-Chief
on the China Station on the subject of the infringement
of the rights of anchorage and control of the area reserved
as a man of war anchorage at Hong Kong hitherto exercised
by the local Naval Authority, desire me to request that
you will bring the matter under the notice of Mr Secretary
Chamberlain.
A copy of the Commander-in-Chief's letter dated
28th March last, with enclosures, is forwarded herewith,
from which it will be seen that, in the opinion of the
Attorney General of Hong Kong, the Naval Authorities can
only exercise jurisdiction over the area in question through
the intervention of the Civilian Harbour Master, who may or
may not, see fit to comply with any requests made by them
as to enforcing the regulations for the use of the anchorage.
