318 Sir Thos Jackson left on an annexed closed memo with Mr Lucas this morning. I said he was inclined to think that the scheme was much too expensive for the Hongkong Govt. In view of this extra 'Times, Mr Lucas has decided that we should wait for the petition before acting on the above minutes.

THE ADMIRALTY DOCK AT HONG KONG

HONG-KONG, APRIL 6.* The committee of representatives of commercial firms chosen on March 24, with Sir Paul Chater as chairman, is forwarding a petition to the home Government, asking the latter to appoint a Royal Commission to investigate the question of transferring the Admiralty dock extension to another site.
