I am commanded by My Lords Commissioners
of the Admiralty to request you will inform the Secretary of State that a semi-official communication has been received from Lloyds stating that they intend shortly to approach the Governors of Hong Kong and the Straits Settlements on the subject of the establishment by Lloyds of Wireless Telegraph Stations at Hong Kong and Singapore.
2.— Lloyds also ask whether His Majesty's Government could find it convenient to advise the Governors of Hong Kong and the Straits Settlements to take into careful consideration any representations made to them by Lloyds with regard to commercial maritime signalling and Wireless Telegraphy in these two Colonies.

Their Lordships are of opinion that advantage to the Service if these Stations could be established without unnecessary delay, and I am to request that you will move the Secretary of State to be good enough to give Lloyds proposals his favourable consideration.
4.—
I am to add that with a view to safeguarding Naval Interests, it would appear advisable to impose the following conditions upon Lloyds:-
i.
The operators to be British Subjects, if possible of
European descent:
ii. The Stations to be placed under complete Government
control whenever such a step is considered necessary by the Governor:
iii. In peace time the wireless work of the Station to be suspended for any period not exceeding 2 hours in any one day of 24 hours, after due notice from the local Naval Authority.
