& the S of S. for what

have asked that the plans

to

may

be amended

Ao aa

I

avoid

any

interference

with the Admy. or W.O.

water-frontages

at

Hongkong,

or with the access thereto,

& any

curtailment of the

water space now available

for H.M. Ships.

2

I have also

received

a

letter from the

S. of S. for War objecting

to the adoption of any

scheme which would in

any way

interfere with the use

of the

water frontage disposal of the War Dept,

curtail

the

present boundaries

of

the War Dept Reclamation,

& involve

by

reclamation

any

extension by the Col Govt to the

westward of a line drawn at right angles from the

western end of the existing Eastern Praya Road.

3. Although in the last paragraph of my despatch no.

424 of 11 Dec last, I approved

of preliminary surveys being made in

connection

with the proposed reclamation,

I did not intend

to express

any approval of the exact

lines

from which the reclamation

should follow, when

finally undertaken.

I am

clearly of opinion

that due weight

should be given to the rights

& views of the

Admy. & W.O.

in this matter.

4.

I do not understand the remark in

the Col Sec's letter of 3rd inst.
