Proposed Reclamation of Praya East.
Submitted, observing that the manner in which it is proposed that the reclamation opposite the Praya East should be carried out amounts to nothing less than an attempt to turn the flank of the frontage in the possession of adjoining owners, -the War Office and the Admiralty. The proposition is, to carry the reclamation out at an angle and not as I presume law as well as equity would render compulsory to carry it out direct to the front of the existing land. The angle at which it is proposed to do this is, it would seem, to be chosen at the good pleasure of the party making the reclamation so that if this proposal is tolerated there will be no security for the rights of adjoining owners and the angle may be altered so as to impair those rights still further.

The proposed reclamation would deprive the fleet on the station of some indispensable mooring berths and would impair the value of others, besides being likely to impede access of ships requiring refit to the dockyard.
