With reference to your letter of the 21st instant (M-401) relative to the proposed instructions to the Governor of Hong Kong with regard to the Control of Wireless Telegraphy, I am directed to enquire whether the Lord Commissioner of the Admiralty concurs in the modification of those instructions as suggested by the Master General, a copy of which accompanied the letter from this Department of the 20th instant (Admy 4155/03).

When 50444 was received I did not notice that the larger reclamation proposed (shown on the D.P.W.'s scheme) extended in front of part of the Naval & Military frontage. I think it is clear that Mr May's supposition (herein) par 4 is absurd that the existing Naval reclamation, which goes out at right angles to the Eastern Praya (see plan attached to this paper) interferes with any of the rights of the Marine lot holders in the East Praya, & I think we may at once inform C-in-C Admy that no subsequent scheme will be approved which carries out any reclamation directly in front of
