The enclosed Additional Regulations were made by me in Executive Council on the 9th instant and published as amendments to the General Regulations published in 1902. From the new rules, you will observe that the Corps Fund will in future be administered by the Colonial Treasurer, thus obviating any possibility of such frauds recurring.
3. As a successor to Power, I have provisionally appointed Sergeant Major Higby, lately Regimental Quarter Master Sergeant in the Royal Garrison Artillery, who had the recommendation of his commanding officer and appears to be capable of discharging the duties of the post in a satisfactory manner. He is at present on three months' probation, which will terminate on the 16th proximo, and I shall be glad to receive your authority to confirm him in the substantive post.
I have the honour to request you at the same time to be good enough to inform me whether the new regulations referred to in your Circular despatch of the 9th ultimo should be regarded as applicable to this officer in the event of his appointment being confirmed.
