Enclosure 2.
ATTORNEY GENERAL'S OFFICE.
Hongkong,
18th December, 1903.
Report on Ordinance No. 23 of 190 3.
I have examined the accompanying Ordinance, entitled
An Ordinance to amend The Public Health and Buildings
Ordinance, 1903, ( No.1 of 1903).
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
The object of this amending Ordinance is to effect certain amendments in the Principal Ordinance principally on the recommendation of the Sanitary Board. The practical working of the Ordinance has shown these amendments to be
necessary.
An amendment is also made in the Arbitration clauses by which power is conferred upon the arbitrators to take into consideration in determining the amount of compensation pay- -able in any given case the fact that the rental of the pre- -mises is enhanced by reason of its being overcrowded.
