With reference to my numbered desp. of

this date, regarding the deputation of Mr.

Nicolle to Ceylon, I have the honour to state

that I understand from Sir West Ridgeway

that Mr. Cameron will be retiring from the

post of Treasurer in May next, or about that

time. I propose on the retirement of Mr.

Cameron either to appoint Mr. Nicolle as

Treasurer, or to transfer Mr. Ellis to the

post of Treasurer (retaining his present du-

ties and pay in connexion with Land Settlement →

and being given precedence as Treasurer

over the Auditor General in the two Councils )

and to appoint Mr. Nicolle to be Auditor

General.

The objection to the former course, is

that the post of Treasurer has been regarded

as confined to the Cadet Service, whereas

the Auditor Generalship may be fillea by one

who is not a member of that Service, so

that possibly the members of the Cadet Ser-

vice might feel a grievance if Mr. Nicolle

were appointed Treasurer. This would hardly

bs a substantial grievance, since the effect

on promotion would be precisely the same
