Medical Officer of Health as an Officer who furnishes reports
and recommendations to the Board it is inexpedient to appoint
him one of its Members. I do not think that Sir Henry Blake
was in favour of the appointment which he only suggested as a
possible compromise, and I would remind you that the appoint-
ment of the Medical Officer of Health as a Member led in 1895
to the resignation of all the Unofficial Members of the Board
with the exception of one who was on leave in England at the
time.

I have now received your telegram of the
037th. instant in which you inform me that the matter is left
to my discretion, and I have accordingly directed that an
amendment of the Draft Bill be moved in Committee of the
Legislative Council with a view to the withdrawal of the
Medical Officer of Health as a Member. I have every confidence
that the control of the Goverment over the Board and through
it over the Sanitary affairs of the Colony will not suffer by
the change, and I feel convinced that the Board itself will
not lose in efficiency by retaining the constitution provided
for it in Ordinance 1 of 1903.
