With reference to my telegram of the 5th.
instant, I have the honour to inform you that clause 3 of the
Draft Public Health and Buildings Amendment Ordinance (copy
enclosed) now before Legislative Council, provided for the
inclusion of the Medical Officer of Health as an Ex-officio
Member of the Sanitary Board in accordance with the first
paragraph of Sir Montagu Ommanney's Despatch No. 368 of the 35y3j9th. October. The Bill was read a first time just before the
Fox
departure of Sir Henry Blake. When the further consideration
of it was undertaken after his departure the Senior Unofficial
Member of Council represented to me that the Unofficial Mem- bers were unanimously opposed to the appointment of any addi- tional Official Member of the Board, unless the Unofficial element was similarly strengthened; and they regarded with particular disfavour the proposal to give the appointment to the Medical Officer of Health, who as the expert adviser to the Board should not, in their opinion, he also one of its Members, inasmuch as such a position would practically en- power him to sit in judgment upon his own recommendations.
