Report on Ordinance No. 31 ... of 190 3.
I have examined the accompanying Ordinance, entitled
An Ordinance to repeal the New Territories Titles Ordi-
-nance, 1902, (No.47 of 1902),
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.

The object of this Ordinance is to repeal the
New Territories Titles Ordinance because it has become ap- -parent that the system of title by registration thereby
established is anworkable and because it is found that the
system if it could be brought into operation would clash
with the Land Court Ordinance, 1900, in a manner contempla- -ted neither by its framer nor by the Legislature when it passed the Ordinance.
The conflict with the Land Court Ordinance
arises from the interpretation given in the New Territories
