I have the honour to acknowledge the re-
ceipt of Your Excellency's letter No. 79/1902 Confidential of
25th. August, 1903, and beg to thank you for the offer to the
Navy of the Property on the Peninsula in question in exchange
for the property of the Naval Rifle Range at Kowicon.

I have informed the Lords Commissioners
of the Admiralty of Your Excellency's offer and recommended
that they should request the Colonial Government to turn over
the whole Peninsula to the Navy as, although it would be pos-
sible to construct a smail Kifle Range on the Northern and
Restern part only, this range could not continue to be used
with safety unless control was admitted over all the Peninsula.
The property which I have recommended is outlined

Their Lordships to acquire in red ink in the attached tracing
from Admiralty Chart No. 1964, Mirs Bay.

I should be glad if Your Excellency will
kindly inform me whether this proposal meets with your approval
and in case of the proposed transfer being effected what would
be the conditions of tenure of this property by the Navy.
