I have the honour now that the Fraya
Recienation Works are approaching completion and the accounts
are being adjusted to bring to your notice the special work done by me in the matter for which I was promised to be remune-
rated out of the Freya Reclamation Fund.

The Fraya Reclamation Ordinance was pass-
ed on the 10th. May, 1889, and provided that the assenting
Crown Lessees should signify in writing their acceptance of
the land assigned to them on the Reclaration plan within two
months and that the Governor should enter into the Praya Recla-
mation Agreements with such Lessees within the period of one further mcnth from a fixed date, the last mentioned date expir-
ing on Saturday the 28th. Gotober, 1889,

About the middle of September, 1889,
Sir William Des Voeux then Governor requested Mr. (now Sir
Faul) Chater, as the representative of the Maring Lotholders to see me. He told me that nothing had been done by anyone to make a start under the Praya Reclamation Ordinance and as the time limited by the Ordinance was expiring the Governor was afraid
the work could not be done in time in which case the Ordinance
would come to an end end he would be stultified in consequence end although at the time I was doing the work of Acting Regis- trar of the Supreme Court in addition to my Land Office duties the Governor and Sir Paul Chater requested 1 would devise the neens and methods of getting the work done within the limited
time
