Referring to your predecessor's Despatch
No. 361 of the 24th. of October, 1902, I have the honour to
request that Sir John Carrington may be approached with a
view to expediting the production of the revised edition of
the Hongkong Ordinances which has been so long in hand and
which will in any case be almost out of date before it can be
brought into use. I observe that in October 1901, Sir John
Carrington anticipated under the arrangements which he then
recommended that the work would be completed at the expiration
of a little over 6 months from the date of his arrival in
England.

Many of the Ordinances have been for some
time out of print but I have hesitated to have them reprinted
in the hope that the revised edition would have been ready
for use long ago.

Messrs. Noronha, the Government Printers,
have stated that the very last batch of the first proofs of
Volume I were sent to Sir John Carrington on the 6th. of June
last, and that they have since been returned for fresh proofs
