Lotholders or this Government, and if after further consider- ation they are still unwilling to accept the compromise as proposed in my Despatch No. 244 of 8th. May, I venture to

suggest that the matter be submitted to the arbitration of an expert in such reclamations as that proposed for the East Praya.

I am advised that Mr. William Mathews,

C.M.G., the eminent Civil Engineer, has had a large experience of reclamation works and the principles on which they are carried out and would be a suitable person whose decision the Colony would accept. Should you consider this course advisable
