matter is due to the fact that the existing water frontage of

the Admiralty, War Department and Marine Lo tholders is not a straight line. I have shewn that the existing boundaries of the Admiralty and War Department Reclamations were not agreed to by this Government, and I cannot on behalf of the Colony and in justice to the Marine Lotholders accept the contention that the boundary of the War Department Reclamation should be drawn at right angles to the Eastern Praya since such a line would very seriously injure the Marine Lotholders and the Colonial Government.

Turning now to the stipulation that if the Western boundary of the proposed Praya East Reclamation is to be constructed in the form of a rubble slope the line of boundary must be taken at the toe of the slope instead of at coping level, I would point out that it has apparently been made in ignorance of the fact that in the Admiralty and War Department Reclamations the line of boundary has been taken at coping level. The line edged in blue on plan C enclosed shows, as already explained, the approved boundaries, while the plain blue line shows the top of the slope as actually cons-

tructed.

If then the stipulation which it is sought to apply to the Praya East Reclamation were adopted it would be necessary, on the same principle, for the Colonial Govern- ment to call upon the Admiralty and War Department to remove the encroachment which the rubble slope projected beyond the plain blue line, constitutes.

I submit that in this matter the contention

of the Imperial Departments is not equitable to the Marine
