Rumour of Viceroy Shan's departure.
Reliable news has reached us to the effect
that Viceroy "Sham" is shortly departing for the North, as
the Empress Dowager of the Tsing dynasty has an idea that the
Russians will usurp the Three Eastern Provinces and have no
intention of withdrawing the troops and that as there may
be great change in Peking she has resolved to remove the
Capital to Shen-si for safety. There has been a secret tele-
gram directing Viceroy."Sham" to guard the Royal party with
soldiers on the journey Westward. Thus the position of the
Chinese Empire is indeed dangerous !
