It would also be necessary to arrange for a
land service between Chefoo and Weihaiwei to enable the Eritish
Agencies to exchange malis. As soon as rails can be despatched
from British Agencies, via Siberia, this will be of extreme in-
portance, as no doubt the Eritish Rate will be 4 cents a half
ounce, instead of the union rate of 10 cents, now charged by the
Imperial Chinese Fost Office, and consequently all letters now
forwarded through that Office, will be brought to the British
Agency.
There is no direct Steam
communication bet-
ween Weihai-wei and Fort Arthur, and though it would be of the
very greatest advantage, if the steamer, which takes the mails between Shanghai and Fort Arthur, could call there on both
voyages, it is likely that the expense of making any such arrange- ment would be prohibitive. With a land service or a regular launch
service to Chefoo, Wei-bai-wei could receive and despatch malls
regularly via Siberia.
if the arrangements above suggested are made,
the Weihaizei Fost Office could continue as an Agency of Hongkong, till the new conditions had become thoroughly settled, when the question of a separate administration could again be raised. It could be possible then to form a more correct idea of the expen- diture to be incurred, and the revenue to be derived from the sale of heihalwe stamps and the direct issue of Money Order.
