Inspector Baker states:-
I was in the Charge room on the morning of the 14th. I
heard the Chinese making their complaint to the Inspector on
duty. The Consul was standing with two pieces of cloth in his
hand. He was constantly interrupting the Chinese in making their statement, telling them to shut up and waving his hand at them and rushing at them. He was very excited. I asked him to
keep quiet and let the Inspector investigate the case. After that he was quiet. Shortly after that the case was settled up.
I did not hear Inspector Gauld speak in any way the least improper to the Acting Consul. I heard him tell the Acting
Consul after he had made the entries in the refused charge
book that he might summons.
