If the statement of M. Reau be true the Constable has placed himself in a very serious position. I shall be glad if you will enquire personally into this matter requesting M. Reau to come before you at a given time with his witnesses and having the constable and Inspector Gauld present. You will then enquire as to the statement that the constable seized M. Reau by the collar and forcibly removed him, and arrested him although M. Reau produced his card, and told him he was the French Vice-Consul, as described in 5th and 6th paragraphs, also as to the conduct of Inspector Gauld as stated in the 9th. paragraph, and report the result of your enquiry to me.
