while in 1902, 58 resigned and 69 were dismissed. The resigna-
tions this year to end of September were 26 and dismisses 44.
To remedy this unsatisfactory condition I
recommend that in the Chinese Land Force the 3rd. Class Cons-
tables be abolished. They will then begin on $150 per annum and
rise in 4 years to First Class. The extra cost next year will be
$890. The ration allowance of the Chinese Folice might well be
'made $1 a month instead of 60 cents as at present. This would cost
about $1,675,-
In return for these increases 1 an of
opinion that in the Land Folice the system of Security should be
reverted to but that the amount required should be only $100
instead of $200 as formerly. The security may assist in keeping
men in the Force and stop the continual drain by resignation
which in many cases is another name for desertion by absconding
to China.
I am of opinion that men should be allowed
to retire on pension after 20 years' service instead of compelling
them to serve on till they are 45 years of age.

I am of opinion is that acre Chinese Sergeants are required. I recommend that there be added Class and 4 Second Class Sergeants and that some be used as dis-
cipline officers while some be put on the Detective Staff. This
will cost $2,150 in 1904.
I would also recommend that the Chinese
Police be subjected to less drill. One inspection parade a week
should suffice for them and in place of the drili parade physical
drili might be substituted.
The dislike of drill acts as a deterrent to
recruiting.
