CHINESE LAND POLICE.

This branch of the #crce is not in a satis-

factory condition. In spite of the increase of pay given in 1902

the service is so unattractive that I find the system of keping

a roster of candidates for Folice Service has been abandoned for

the reason that there are no candidates offering. When vacancies

occur the inspectors in the various Districts are asked to beat

up recruits who, when cbtained, appear to me to be of inferior

quality.

tion, the more so when it is ourne in mind that the Detective

Staff is chiefly composed of Chinese Folice who have to be chosen

from among the unforged Folice.
