The Annual Report for 1902 shows 23 reports
for drunkenness against the European Force as against 14 in 1901.
I am of opinion that in this Colony drunken-
ness and cognate offences should be very severely dealt with.
The appearance too that many of the European
Folice Constables' wear in the street on duty has assumed a care-
less non-chalant air. This is somewhat better than it was scme
months back when i drew attention to the practice of European
Folice Constables wearing their caps on the back of their heads.
But their demeanour still leaves a good deal to be desired.
I notice that although there is plenty of
room for them at the Central Station several European Constables
are housed at No. 9 Station.
In my opinion it will conduce to better dis-
cipline among the Constables if they are kept at the Central
Station while there is room for them. I would have all the Cons-
tables doing duty in the Central District quartered at the Central
Station with the exception of those that have to be detailed for
the Fire Brigade Station.
The discipline and general morale of the
Force have in my opinion suffered severely through the engagement
of the large number of Marines in 1999 and 1900. The number of
soldiers engaged in 1902 has probably not improved the mor-le
either.
