Marines for the European section of the force.

I have been obliged to bring Mr Hallifax into Hong Kong from

Taipo Hu and to place him in immediate charge of the Detective

force. This I have done with great reluctance as he performs nis

duties in the New Territory with conspicuous success.Pending his

return his place is taken by Mr Wolfe.

I have addressed you in my despatch No 512 of the 8th inst-

ant

regarding a scheme under which the Harbour police will be

recruited and trained by the Harbour Master and be placed under his

orders during the day. The boats and pinnaces also will be taken

under his charge. I find that there has been undue wear and tear

of boats and machinery for want of proper supervision.

deeply regret having to write it but the condition of the police

force in a great and growing port like this cannot be ignored and
