WATER POLICE CONTROL, as SUGGESTED.

The Day Duty Patrols and Boarding Launch in the Harbour to be under the

direct orders of the Barbour Master for the purpose of the regulation of the

Barbour and subject always to the exigencies of Police work gogoer. The

Assistant Harbour Master the Boarding Officers and the crews of their

Iaunches to be given the authority of "Constables". The Boarding Officers

are not to exercise any control, nor posses any authority, over the Water

Police, but are to act for themselves, when necessary. The launches doing

duty outside the Harbour to be also under the direction of the Harbour

Master for purposes of the regulation of the Waters of the Colony outside

the Barbour subject as above to the exigencies of Police Work.

2. All Police floating craft to be under the supervision of the Assistant

Harbour Master, who will inspect them from time to time, and will be held

responsible for the cleanliness and efficiency.

All recruiting for the Water Police to be in the hands of the Assistant

Harbour Master, who will be responsible that suitable men, with the

necessary technical knowledge, are placed in charge of each vessel, He will

not be responsible for the discioline of the Water Police, nor have any

Dower of ounishment; All cases requiring to be so dealt with will be report-

ed by him to the Captain Sugngintendent of Police.

Night work, from 6 0.m. to 6 a.m. to be under the sole control of the

Officers of the Police Department.

The Assistant Harbour Master will be provided with free quarters at the

Tsio-sha-tsui Water Police Barracks if or when available. If not available

he will receive a house allowance of $900 per annum.
