The conclusions which I arrive at from the above are EC 03

(a) The A.H.M. has already as many duties as any one man can perform

to his own, or anyone else's, satisfaction.

(b) Even if he had the time to devote to further duties, I consider

that it is placing him in a false position when he is asked to serve

two masters with widely separated objects in view, and with methods

frequently antagonistic.

(c) That it will be found infinitely oreferable to keep each Dept.

separate from all the other. Divided control is certain, sooner or

later to lead to discord, and, in the present case, the conflicting

interests of the two Deots would, I am convinced, work orejudicially

to both.

8. If I may be cercitted to offer a suggestion, my ooinion having

been asked on the subject, I would propose:-

(a) That an Officer (either ex Naval or Merchant Service), receive

the appointment as Supt.of Water Police, to be under the sole control

of the C.S.P.

(b) That he be engagel on the exoress understanding that he is not to.

exoect oromotion in the Police Force.

(c) That, to enable the H.W. to exercise that control over the

Harbour and Waters of the Colony, which Ordinance 36 of 1899 demands

such

of him, sone scheme as that enclosed (Barbour Matchen), be sanctioned, :
