I take this opportunity of placing on record
my high appreciation of Dr Koch's services as a Govern-
ment Medical Officer, both as regards his duties in
connection with the hospital, and those of District
Medical Officer, whenever called upon to act in the
latter capacity.
Dr Koch joined the Trinidad Medical Service
in July 1889, and has filled with entire success im-
portant positions requiring administrative ability, as
well as Medical and Surgical Skill.
I consider that the Medical Service of this
Colony will suffer a severe loss in Dr Koch's transfer
to Hong Kong.
