With reference to my Despatch No. 272 of

the 3rd. June last and Mr. Chamberlain's reply of the 24th.

July, I have the honour to transmit for your consideration the

enclosed letter addressed to you by Dr. Koch, in which he

complains that his salary and prospects in Hongkong do not

come up to his anticipations, and that he does not regard his

transfer from Trinidad to Hongkong as being promotion or advance

-ment.

As I have no knowledge of the conditions

under which Dr. Koch served in Trinidad I am not in a position

to make any comments upon his representations. As stated by

himself, his case appears to be one which is deserving of

consideration.
