With reference to my Despatch No. 403 of
the 21st. August last under cover of which I transmitted copies
§
of a Memorandum on the subject of the treatment of plague-
patients in their own houses and in local Hospitals, I have
the honour to forward for your information the enclosed copy
of a letter from the President of the Sanitary Board in which
it is stated that in the Board's opinion the "Kaifong' system,
under which I secured the co-operation of Chinese house-holders
in dealing with the experimental block referred to in the above-
mentioned Report, should be extended to the whole of the Health
Districts Nos. 9 and 10 and eventually over the whole Colony.

Conclosure!.
The Board also proposes, in accordance with a suggestion origin-
ally made by myself, to institute a decoration to be awarded
to those Members of the local Committees or "Kaifong" (the
latter term being in reality a misnomer in Hongkong) who have
heen zealous in assisting the Goverment in combatting the
spread of plague in their neighbourhoods.
