Hongkong, 23rd. October, 1903.

I have the honour to report that I have

granted to Mr. J. W. Norton Kyshe, Registrar of the Suprane

Court, 3 months' vacation leave on full pay, and with the

advice of the Executive Council 3 months' leave of absence on

half pay; leave to commence on the 15th. of October. Satis-

factory arrangements have been made for the discharge of Mr.

Kyshe's duties during his absence.

The usual leave certificate is enclosed

with a copy of a Medical Certificate which he furnished.

3.

Mr. Kyshe applied for 9 months on half

pay but for the reasons explained in the Colonial Secretary's

letter of which I attach a copy, I was unable to grant more

than 3 months.
