2. The Constitution of the Trust Board,
There is no Department in the Colony yet constituted
under which the improvements so gently required can be carried out. Your Committee after very careful consideration consider that the Board should be in
the nature of a Government representative Council of
2 members of which the Colonial Secretary should be
Chaienan, and the other members all acquainted with the work the Board will be required to carry out. Thei
Board will need en expert Sanitary Engineer and orobably other experts on its Staff in regard to
which no difficulty is anticipated.

The Endowment of the Trust,
the amount supisted as en annual payment to the
Trust is not very great amounting in ten years to
only $5,000,000 but it is considered that it is suff-
iolent to make a obert oog the worst districts of
the City of Victorie. If the results are as anticio-
abel and a macited improvement in the health of the
districts sets in eg the result, and the improvel
streets and builtings become appreciated arrangementa can easily ba male for increasing the amount to
enable the Boer to work more rapidly.

Termination of the Trust.
The work of the Trust will terminate when the older
portions of the City of Victoria have been pullei
down, laid out with proper streets and rebuilt with Sanitary dwellings. The payment of the endowment to
the Trust will then cease and all property of the
Trust revert to the Government which will then reap
the benefit of the increased Crown Rents created on
tha
