Sir,

Referring to the 7th. paragraph of my Des-

patch No. 464 of the 5th. instant forwarding the Estimates for

1904, I have the honour now to submit for your consideration

the enclosed copy of the report of a Committee which with the

advice of the Executive Council I appointed to draw up definite

proposals for the formation of a Trust to which might be assign-

ed the work of carrying out, subject to the approval of the

Goverment, schemes for the resumption of Insanitary areas and

the laying out of such areas when cleared of buildings in new

streets and building sites.

This report has been considered by my

Executive Council and approved with the modifications shewn

in the margin of the report.

Steps have already been taken as you are

aware towards the improvement of Insanitary areas in the City

by resumption.

These schemes involve a great deal of

thought and labour, and I am strongly of opinion that the

Director of Public Works has already more than enough work to

fully occupy his time without burdening him with advising

schemes
