Sir.

I have the honour to inform you for the information of Bis Excellency the Governor, that the Honourable F.8.May, C.M.3., the Colonial Secretary, who acted as Chairman in the alleged

"Registry Commission" is unqualified to advise the local Government in respect of such, inasmuch as he sat thereon as is Chairaan and having given his opinion is thereby debarred the privilage he would otherwise have. He sat as Judge which position, is incompatible with that of Colonial Secretary and I therefore trust that His Excellency the Governor will see that none but independent opinion will reach him, as Mr. Way may be taken to be prejudiced and unfit to advise, on the principle that no man can be a judge in his own cause. The same day be said of the Honour- able A.M.Thonson, the Colonial Treasurer, who also sat on the Commission, as a member of the Executive Council,
