Sir,

4.

170

Supreme Court,

Hongkong, October 3rd., 1903.

I have the honour to acknowledge receipt

of your letter of the 1st. instant received late yesterday after.

-noon, transmitting a supplementary Report by the "Registry

Commission" concerning what I have already alleged in reference

to Mr. Seth, my only Deputy for many months, spending nearly

the whole of his time in the Chief Justice's Charbers, leaving

me practically to do the work of the Registry alone with Mr.

Xavier, who is both the Chief Justice's Clerk and my own. 1

have made my statement on cath notwithstanding whatever his

honour and kr. Seth ray say to the contrary. Naturally they will

work together to deny this: but it is just what I expected and

only natural, after what has occurred, that my allegations

would be denied by the Commissioners.

8.

It is pointed out that the Chief Justice

and Mr. Seth are the only persons who could know what occurred

in His Honour's Chambers and upon that the conclusion is

straightway formed: but does not this alone shew that the

Registry and therefore myself, must have been left without his

assistance for a long time and if Mr. Seth was not assisting

and acting as clerk to the Chief Justice, I wish to be informed

what he was doing during the lengthy hours he spent almost

every day in the Chief Justice's Chambers, a rost unheard of

proceeding inasmuch as it left the Registry in my hands entire-

ly as the Chief Justice refused to have Mr. Xavier as his clerk,

although he now employs him, but as stated by his honour in

the honourable

The Colonial Secretary.
