I have the honour to bring to your notice
the enclosed copy of a letter with its enclosures addressed
to me by the Chief Justice under date of the 8th. July last
in which Sir William Goodman complained of the conduct of the
Registrar of the Supreme Court on an occasion when the Chief
Justice was sitting in Chambers. I also enclose copy of the
Registrar's explanation, and of correspondence with the Judges
of the Supreme Court and Mr. Kyshe which arose out of it. You
will observe that in his letter of the 18th. July Mr. Norton
Kyshe asked that if his apology of the 7th. July to the Chief
Justice were not accepted a full and searching enquiry night
be held.

In the circumstances of the case and in
view of the fact that complaints had reached me of the un-
satisfactory manner in which the work of the Registry was
conducted, I apminted a Commission to enquire into the general
working of the Department, and I now forward for your consider-
ation copies of their Report together with the Registrar's
reply to and comments upon the Report of the Commission and
evidence taken by it.
