1 have the honour to inform you that this Government has given careful consideration to your letter of

the 16th. of March last in which you refer to certain remarks made by Mr. Fox, the Acting Consul at Wuchow, respecting the conditions under which British Steamers, registered at Hongkong,

are allowed to fly the British Flag and the special effect of

those conditions on British Steamers trading on the West River.

With reference to the final paragraph of

your letter I have the honour to inform you that I have decided

to bring before the Legislative Council a Bill amending the

existing laws on the subject in the direction indicated by Mr.

Fox and in such a manner as, it is hoped, will meet the wishes

of the mercantile community.
