Under the Sanitary Department I have with
the concurrence of the Sanitary Board provided for an ex-
tension of the system of treating Plague patients described
in the Memorandum which accompanied my Despatch No. 403 of 35303
the 31st. of August, 1903.

I am hopeful that the system of District
Hospitals will induce the population to report cases of Plague
instead of concealing them.

Under Public Works Extraordinary I have
allocated a sum of $350,000 for resumption of Insanitary Pro-
perties while only setting apart $60,000 for compensation
under Ordinance 1 of 1903. A sum of $410,000 for both these
items was sanctioned in your Despatch No. 271 of the 24th.

It is very desirable to make progress with
the policy of gradually improving the Sanitary Condition of
the City by improvement schemes, and it must be remembered that
the money laid out on such schemes will enhance the value of
the surrounding properties and that a considerable return on
the capital invested will accrue to Goverment by the re-sale
of some of the land resumed and by the enhanced assesment in
course of time of the surrounding properties.
I am addressing you separately on the
subject of the institution of a Board for carrying out these
schemes of improvement.
