April 1903. If you various shell-dredging-boat-owners intend to come into our leased limited area and dredge for shells, within certain three limited days you must come to our company, read the regulations and apply for certificate for permitting to dredge, before you will be allowed to come into our limited area, for dredging. This

is to be sent to the shell-dredging-boat-owners for the perusal.

P. S. The Head Office of our company is established

on the second floor of No. 41

Hongkong, and our Branch Office at Piang-chau. It is right to have this to be notified here together with the (above)

notice.

Chinese document marked "A" made this

In consequence of the issue of the said circular and of

the rules and regulations therein contained your petitioners have been compelled to give up their occupation and are

prevented from earning their livelihood.

19.

Your petitioners humbly submit that His Excellency the

Governor in Council has no power to grant the aforesaid leases notwithstanding the objections of your petitioners on the

following grounds namely :-

1. That the said leases were given contrary to and to

defeat the ruling of the Full Court delivered in the suit

Chan Kwai Chiu and another versus Wong Shing.

2. That the said leases were given in violation of the

convention of the 9th June 1898 made between the British and

Chinese Governments.

Your petitioners therefore humbly pray

that you may be pleased to direct that

the said leases given to Chan Kwai Chiu and Lai Hok Tsun may be concelled and
