Mr. Lewis would appear, from the last
sentence of paragraph 4 of his letter, to be under the in- pression that the object of the Sterling Salaries Scheme was to provide increases in all Officers salaries, which certainly was not the case. Mr. Lewis was already drawing Exchange Com- pensation, the acceptance by him of Sterling rates was optional and if his present claims for an increase of salary were ad- mitted there would be no grounds for withholding similar treatment from other Officers similarly situated and equally
well entitled.
