Sir,
We have the honour to enclose copy of a letter addressed to Messrs. Butterfield and Swire by Captain Lloyd of the S.S. "Hankow", on the subject of the insufficient lighting of the Canton River and entrance thereto, and to re- quest that you will be good enough to lay it before His Excel- Lency the Governor for his consideration.
2.
Captain Lloyd's long experience of the River renders him one of the best authorities on the subject, and his suggestions therefore deserve careful attention.
3.
The portion of Captain Lloyd's letter
to which we beg His Excellency's special attention, is that wherein Captain Liyod urges the pressing need for an adequate and efficient Light in the Cap Shui Moon Fass.
4.
We have the honour to state that we are
in complete accord with Captain Lloyd's recommendations, and to express the hope that they will be approved by His Excellency.
5.
With regard to the lighting of the River between Canton and Cap Shui Moon, we may mention that we are approaching the Chinese Authorities through the Consul-General at Canton, but we have the honour to request that His Excel- lency will, if he concurs in these recommendations, cause them or such of them as he approves, to be brought to the notice of His Excellency the British Minister upon his arrival here, and further that His Excellency will be pleased to express to him
his concurrence therewith.
The Honourable
B. H. May, O.N.G.,
Colonial Secretary.
