Sir,

1 have the honour to enclose certain plans and

papers relative to the proposed erection of a Church at Kowlood.

There is at present no Church accommodation for

Europeans at Kowloon. There are two Churches for which Government bas

made grants of land, but these are both for the use of Chinese

Christians, and owing to situation, and for other reasons, they are

not available for Europeans.

At present a service is held every Sunday even-

ing in the "Torpedo Depot" at Kowicon. This service is conducted by the Chaplain of the Naval Hospital. It is primarily intended for those connected with the Navy, but other residents at Kowloon are permitted to attend. The building is unsuited for the purpose, being filled with torpedo appliances, and it is now over-crowded by the congrega-

tion.

Sir Paul Chater has most generously promised to

erect a Church, at a cost of $35,000, which shall be available for all Europeans, Naval, Military and Civil, in Kowicon, if the Govern- ment will grant a site for the purpose. I consider that the need for

such a Church is very great.

I venture therefore to apply to Your Excellency for a grant of the site shown on the accompanying plans. As is point- ed out in the letter from Messrs. Leigh and Orange, the site is very convenient for the purpose of a Church, and is moreover one which could
