Correspondence, and Stores in that Department, and whose post
was included in the Sterling Salaries Scheme, went on leave,
his duties were divided between Mr. Julyan the First Clerk,
and certain other Clerks as explained in a letter from the
Director of Public Works, copy attached, and it became a
question whether Mr. Julyan and the others, who were not en-
titled to Exchange Compensation, were to be allowed to draw
Mr. Woolapsing half-salary in Sterling, or Dollars without
Exchange Compensation. I decided that in such cases the acting
officer should draw half the Dollar Salary of his substantive
post and half the Sterling Salary of the post in which he was
acting. In this particular case the half of Mr. Wood's Ster-
ling Salary was apportioned between the Officers who are
doing his work.

In arriving at this decision I was guided
by the principle laid down in paragraph 8 of your Despatch
5050 No. 16 of 16th. January last where it is laid down that the
salaries of all non-clerical posts over $1,200 should be fixed
in Sterling irrespective of whether the incumbent be a local
man or not.
I directed moreover that the payment
should be made in Sterling because the Dollar Salaries drawn
by the incumbents of various posts included in the Sterling
Salaries Scheme are ephemeral and of the nature of salaries
personal to those officers who, being given the option, decided
not to accept Sterling rates. In the course of time Dollar
Salaries will cease to be attached to posts within the Sterling
Salaries Scheme and it would be inconvenient and undesirable
to fix Dollar Salaries for all such posts merely to meet the
case of acting officers like Mr. Julyan and the others.
