I have already informed you in the post-

script to my Despatch No. 434 of the 11th. instant that I have

given directions that your instructions contained in your

Despatch No. 302 of the 14th. August regarding the method of

construction of the permanent way of the Hongkong Electric Tramway should be complied with.

You will have learned from my Despatch referred to that if the Company's Engineers had not deposited

a cross-section showing the whole surface between the two

tracks concreted, and had not the Director of Public Works

accepted such form of construction as set off against

certain concessions made by him, this Government would not

have insisted upon the concreting which on the representations

of Messrs. Dickinson and Company you have directed should not

be exacted.

I have explained in my Despatch referred

to that the Director of Public Works has not gone beyond the

Board of Trade requirements as suggested in the third paragraph

of
