In the work executed up to the present we have

laid a concrete surface the full width between the double line with centre poies, but this was owing to a misunderstood cablegram, and now on receipt by mail of the corrected message I have instructed the contractors to suspend laying in this surface concrete until the question is settled except where the excavation for same is already opened.

If the foregoing type of construction is approved by the Director of Public Works for the whole system, I am prepared to lay surface concrete 3 inches in thickness between the 18 inch margins of the double line centre pole construction as shewn below,

but this is only on the understanding that the Tramway Company does not have to maintain this.

Unless this type of construction is approved I am instructed to adhere strictly to clause 14 of the Ordinance and not extend the surface concrete beyond the 18 inch margins in the case of the double line centre pole construction referred to above.

Up to the present the constructional work has progressed fairly well as a commencerent, and I am in hopes of stili more rapid progress when this question is settled, but at the present stage of the work any delay in arriving at an understanding will complete -ly disorganise our staff and matters will be at a deadlock, I therefore

presume to ask you as a special favour, and in the interests of the Colony in general, to thoroughly consider the fairness of these re- quests and to rest assured that it would be fatal policy on the part of the Tramway Company to persist in pushing forward a type of construction
