on reclaimed ground. Where it is laid on natural ground the
separate strips of concrete are allowed. It must be remembered,
however, that the greater part of the tramway will be laid on
reclaimed ground.
B.
The Director of Public Works has not gone
beyond the Board of Trade requirements as stated in the con-
cluding paragraph of your Despatch under reference. The drawing
No. 3 referred to in that paragraph is incorrect. The space
between the tracks is not required to be concreted to a depth
of 14 inches. This space is only required to have 6 inches of
concrete on the surface.

To the knowledge of the Company the
Director of Public Works originally advised concreting the
whole surface between the tracks so as to avoid the dangerous
breaks which are apt to develop at the junction of concrete
and macadam, but on the assurance of the Promoters that a width
of not more than 4 feet would be required between the tracks
and on their representations that it would be a great hardship
to compel the Company to maintain a greater width than this
if obliged to place the tracks further apart on account of
trees or other obstructions in the centre of the roadway, the
space to be maintained by them between the tracks was restrict-
ed to 4 feet (Section 14 of the Ordinance). It is evident
from this that it was intended to adopt the side-pole form of
construction.
D.
When the cross-sections were deposited,
they showed that, in the wider thoroughfares, the centre-pole
form of construction was to be adopted, the tracks being spaced
