I have the honour to acknowledge the re-

ceipt of your Despatch No. 271 of the 24th. July on the subject

of the Public Health and Buildings Ordinance.

In the third paragraph you propose that a

new clause shall be added to insure that enhanced rental from

overcrowding shall not be acknowledged. It appears to me that

this is covered by Sub-section (a) as overcrowding is illegal

and a house so rented would be used for an illegal purpose.

However the clause shall be added as making the intention more

clear. The same applies to Sub-section (3).

Although as will be seen by the minute of

the Principal Civil Medical Officer enclosed, the administra-

tive control of the Sanitary Department has been handed over

by the Board to the Principal Civil Medical Officer and the

Medical Officer of Health, on full consideration I share your

views that the control should rest with the Principal Civil

Medical Officer and will if you approve have the desired

amendment made.

The Board at present consists of four

Ex-officio Members, four nominated Members, and two elected.
