I have the honour to submit for Your
Excellency's consideration the enclosed suggestion that the
Island of Hongkong should be connected with Kowloon by a bridge.
Apart from other considerations I shall be glad if Your Excel-
lency will favour me with your views from a Naval standpoint as
regards the convenience of the harbour.
